How do people in jail pay taxes?

A relative of mine has been in county jail since last july. He worked up until the time he was locked up. How does he go about filing taxes? I am aware we are ped the 4/15 due date. Will he still be penalized for being late even if he was locked up? I have all his tax papers and im not quite sure where to even start.
