If Germany had won WWI would the Jewish holocaust still have occurred?

If Germany had won WWI would they not have have to seek and excuse for the loss? Therefore they wouldn't blame the Jewish population for there loss and troubles (caused by the treaty of versailles) and wouldn't this never escalade into what it did? (the holocaust)
